Committee Jurisdiction, Congressional Behavior and Policy Outcomes
نویسنده
چکیده
Although jurisdictional turf wars between congressional committees have long been recognized, scholars have largely overlooked the impact of jurisdictional fights on policy proposals and outcomes. This paper develops a theoretical perspective on how legislators balance the benefits of expanded committee jurisdiction against preferred policy outcomes. It shows why: a) senior members, and young members in safe districts are most likely to challenge a committee’s jurisdiction; b) policy proposals may be initiated off the proposer’s ideal point in order to obtain jurisdiction; c) policy outcomes will generally be more moderate with jurisdictional fights than without these turf wars. We empirically investigate these results with an examination of proposed Internet intellectual property protection legislation in the 106 Congress. Thanks to seminar participants at MIT, Stanford, and Berkeley for helpful comments and discussions. I would also like to thank the many people at companies, universities, and associations who permitted to be interviewed for this paper. Daniel Braga provided excellent research assistance.

متن کاملCongressional Foreign Policy Actors on the Two Iran Banking Sanction Laws during the Obama Administration
The United States and Iran as former allies turned into adversaries after the Islamic Revolution of 1979. Since then the United States has tried to contain Iran as a state considered to be a threat to the U.S. national security. The U.S. Congress has also acted in line with the administrations’ policies and in some cases directed the administration to take a tougher stance toward Iran. A review...
متن کاملCongressional Careers, Committee Assignments, and Seniority Randomization in the U.S. House of Representatives.
This paper estimates the effects of initial committee seniority on the career histories of Democratic members of the House of Representatives from 1949 to 2006. When more than one freshman representative is assigned to a committee, positions in the seniority queue are established by lottery. Randomization ensures that queue positions are uncorrelated in expectation with other legislator charact...
متن کاملTextual Predictors of Bill Survival in Congressional Committees
A U.S. Congressional bill is a textual artifact that must pass through a series of hurdles to become a law. In this paper, we focus on one of the most precarious and least understood stages in a bill’s life: its consideration, behind closed doors, by a Congressional committee. We construct predictive models of whether a bill will survive committee, starting with a strong, novel baseline that us...
